Description: The "Townsend Plan" was a proposal to provide a pension of $200/month for retirees, badly needed because of the depression. This proposal was displaced by the creation of Social Security in 1935. Townsend spoke about his plan at the exposition more than once.

Creator: California physician Francis Townsend created the plan. Stamped on the back with date and "Bunnell Photo Shop" and "Framedge."
